No.26: The Carry Life$tyle

Since the Minnesota Citizens Personal Protection Act (MCPPA) became law, nearly 5% (181,000 out of 3,711,000) of the state’s adult population have obtained a legal carry permit.  This represents significant bussiness opportunity for gun dealers, range owners and trainers.  It’s become a revenue stream for County Sheriff Departments and the Minnesota Department of Public Safety.

Kevin Vick is an active member of Minnesota Gun Owners Civil Rights Alliance (MGOCRA).  He testified before the State Legislature and commented in a Star Tribune article that examined the Carry Lifestyle in Minnesota.  From his home in Lakeville, Vick markets his services as a state sanctioned, NRA certified carry permit instructor.  He is also a federally licensed arms dealer. A one stop shop.  Vick never served a day of his life in the military, law enforcement, the justice system or corporate security.  He has survived exactly zero gun fights.

With each new milestone in the Carrier population there is a predictable jump in Minnesota busineses opting out, asking customers to leave their guns behind.  This irritates Carry Lifestyle advocates.  Vick would have you belive these businesses tread all over his freedom to earn a living selling more guns.

To confront the edgy reputation associated with the Carry Lifestyle, Vick created a PSA video in 2013 titled And I CarryIt features seven Minnesotans from the seven county metro. The averageness of each profile is completely disarming. Carriers seem ubiquitous and ordinary.

The video features Vick and TCGOCF administrator, Shelley Leeson.  They share likable passions for Minneapolis’ vibrant downtown and accessible Park System.  Riley Johnson, a humble System Engineer sites his own civic involvement as block captain.  There's moms with kids. A volunteer collects garbage along a highway. A bubbly grandma entertains retirement communities dressed as a clown.  They all carry.  All seem utterly harmless.  They even reveal their guns to show what jaded fools we’ve been.

Wow.  What was I thinking?  These people are no different than you and…wait.  Did Granny Clown just flash a revolver swimming around inside her big old hand bag?   

Got a loved one in senior care?  Maybe in advanced stages of dementia?  Now imagine Granny Clown misplaces her purse - the one with the loaded revolver.  Maybe it’s in the ladies room or by the coffee pot and short bread cookies.  She cant’ remember.

Then BAM! Or imagine the following headline:

The image lingers like the smell of hot garbage. Community out reach clearly isn’t the main objective or Granny Clown wouldn’t survive post production.

No. 25: The Trouble with Andrew

MINNPOST journalist Mike Cronin published a touching article on 06/17/14 about Carry Lifestyle advocate, Andrew Rothman, and his struggles as a white man.  Rothmann laments that not enough white Minnesotans share his fear of the world outside their homes.  The following is a long-overdue correction to that article.

If one were to draw up a list of organizing principles that guide Andrew Rothman, defending his mid-life adaptation of Dungeons & Dragons would be near the top.  Instead of dominating awkward peers wearing head gear and fanny packs, nowadays Rothmann takes out his frustration as unsung prodigy on the good people of Minnesota.  And what better way to do it than with loaded handguns?  

Maybe all those wet willies he suffered in study hall took a toll.  Maybe he was overlooked for middle management once too often.  So what?  Rothmann and nearly 200,000 other Minnesotans now compensate by proudly living the Carry Lifestyle.   It’s the ultimate board game played on the floor of the state legislature.  Rothmann’s gamer obsession for fantasy, trivia and revenge all rolled into one tidy package.  This time cool kids are on the outside looking in going, “What the fuck, Rothmann?”

20 miles from the relentless warzone that is Minneapolis, Rothmann lives on a quiet cul de sac in bucolic Chanhassen.   He embraces the predictability of outer suburbia but strongly encourages timid people like himself to arm themselves - just in case.   You never know.

“I don’t have a particularly dangerous lifestyle and I work hard to keep it that way.  If you want to have a safe life, being an upper-middle class guy in the suburbs is a good way to do it. My risk of violent attack is rather low.”  (Ed. note: That is a bonifide quote.)
 
Folks in the hood - are you listening?  If you’re whiter than Wonder Bread like Andrew Rothmann, the odds appear to be stacked in your favor.  Just skip over that institutional racism, advance to GO, live on a safe block and collect two-hundred dollars.  Its that simple.  Now go do it.

No. 25: Bad Apples

 Does anyone else cringe when Minnesota carry activists publicly congratulate themselves for being law-abiding?   Why not just shout “We’re not serial killers!”

Lawful behavior isn’t a bragging right. It’s the price of admission to civil society.  Get over yourselves. 

In 2003 Governor Tim Pawlenty opened a Pandora's Box of incivility after he signed the Personal Protection Act into law. This shift in public policy made it easy for Minnesotans to purchase carry permits. More importantly it cemented the gun industry’s hold on this once nice State. Overnight citizens started lining up with their wallets.

Part of the grand bargain stipulates that applicants are denied permits if they committed certain criminal violations like felonies and violence, if they're chemically dependent or if they pose a threat to themselves or others. Makes sense, right? After all, who would sell a permit to someone like that?

But here’s a question that may keep you up at night. How do sheriffs screen applicants with undocumented  criminal behavior undocumented  chemical dependence or undocumented  mental illness?  This blind spot in the law increasingly places the Department of Public Safety in a position where it is forced to introduce greater risk to public safety.

This isn’t hyperbole.

In 2013, sheriff departments across  Minnesota denied, voided, revoked or suspended a total of 2034 permit applications. 173 denials were reversed on appeal and MDPS issued permits.  22 in Hennepin County alone.

Hennepin County sited the following denial reasons in the  Permitto Carry Annual Report published by the Minnesota Bureau of CriminalApprehension in 2014:

Not even a genuinely spotless criminal history is proof an applicant will always do the right thing when no one is looking. Shrill gun advocates insist that permit holders are law-abiding but they willfully ignore the growing numbers of bad apples joining their ranks.  More hyperbole?

The 2014 forecast isn't looking so good.  In fairness, there are hundreds of thousands of ordinary  Minnesotans with carry permits out there stopping bad guys with guns.  What about them?

Minnesota sheriff departments submitted to MNDPS a total of 4 lawful and justifiable use of firearms by a permit holders.  In all the years since 2003.  Averaged that's .3 per year.

Pretty underwhelming. 

Carry activists insist these numbers aren't a reflection of reality. They point to sheriff reporting non-compliance as the source of disconnect.

Either way, if an applicant is of the highest moral fiber there is still no guarantee they will maintain proficiency once they get a permit. Newly minted carriers are required to resurface in five years.  Plenty can happen in that time.  

There are no requirements to continually review the rules of engagement and the application of deadly force.  There are no requirements to drill with a gun routinely and correctly. Unless a permit holder runs afoul of the justice system, there isn't enforced oversight like there is for a cop.

For one moment, I'll suspend reality and assume each carrier is of the highest moral fiber and strictly maintains small arms proficiency.  How can it be determined they will exercise critical judgment in the split second it becomes most necessary?  After all, permit carriers aren't required to drill for this *extremely* rare eventuality.

While training in the service I met few people who've been there and to a one they admitted that even highly tested combatants commit costly mistakes or seize up in the chaos and confusion of a fire fight. Especially during an ambush.

After little more than poking a few holes in a paper target, any civilian who self appoints to the arena of public carry ought to receive a psyche eval, compliments of their county sheriff. Carriers I’ve come into contact with strike me as over zealous and confrontational.  They harbor an immature and unrealistic expectation of outcome.

Face it.  All a carry permit guarantees is that the applicant paid for a gun, some ammo, a holster, a carry permit course and the required state and county fees.  That’s it.  Nothing more.

The larger question Minnesotans should be asking themselves this November is who benefits most from this state sponsored charade?   Gun dealers? Range owners? Weapon trainers?  Sheriffs Departments? The Department of Public Safety?  State Law Makers?  Lawyers?  Don’t forget the behemoth gun industry.

Minnesotans deserve the most rigorous and restrictive standards for evaluation when granting anyone permission to carry loaded guns in public - whether its a cop, the National Guard, or a civilian.

Which brings me to the important question of them all. Is such a high standard even attainable?  Maybe not. But state law makers can't do much to worsen the current PPA law, so theres plenty of room for improvement.

On November 4th vote for candidates who are committed to pushing back on the powerful gun lobby in the State of Minnesota.  Lets restore some civility before Minnesota starts resembling Florida.
